Policy development in your persuasive speech (issue of "plan")

As the assignment os for a persuasive speech on a question of policy, this category is an overall evaluation of how well you mastered this type of speech.

It is expected that you go beyond questions of fact and questions of value into questions of policy.
Persuasive speech on a question of policy always deal with issues of need, plan and practicality.
- Too many students spend too much of their speech time on "need."
- Clearly developing or describing a plan (and showing it to be doable) is important in a persuasive speech on a question of policy.
