Answer clearly and concisely two (2) of the following questions. Questions are weighted equally, so allocate your efforts accordingly. Remember to limit your answers to no more than three (3) "typed," double spaced pages for each question (max total = 6 pages.) Answers are due no later than Tuesday, Feb 26 at noon.


1 Using the concept of "clashing values" as your focal point, write an essay in which you define the term "public administration." Using examples, explain which values implicit in the term "public administration" may not be compatible and explain why this may be the case.

2 Using specific examples to buttress your argument, write an essay in which you explain and analyze the impact of "federalism" and the necessarily implied set of intergovernmental relations on the implementation of public policy in the U S. Which values are enhanced by our system described above? Which are diminished? Explain!

3 Write an essay in which you compare and contrast the activities and goals of "political executives" with those of "career bureaucrats!" In general, how may we distinguish between the two? What factors work toward reconciling these differences?
